The injurious tendency of gambling has always been felt and deplored, but all efforts to remove the evil were unsuccessful; experience has severely taught that prohibition merely increases it; an efficient check can then be to the insatiable passion for gambling among the Chinese, who, "if prevented from playing publicly, always contrived to gain their object in private. The earliest laws made on the subject prevented gambling without official permission. These led to the publication of 15th Dec: 1797, by which Chinese gaming houses were subjected to strict control, and all other persons, especially the native population, prevented from joining them; such was the case until 1811, when the English Government, by proclamation 28th Nov., abolished the gambling licences on account of their immoral tendency, and took measures to prevent gambling altogether.
